Job Description
The Purchasing Agent acquires goods and services for the Spotsylvania County Public Schools in accordance with State and School Board procurement laws, regulations and procedures. Duties include, but not limited to, the development of bid specifications and requests for proposals and evaluation of responses. The Purchasing Agent makes recommendations for the award of contracts and administers contracts performance on behalf of the School Board.

Essential Job Functions:
Assists staff with development of specifications and/or scope of services.
Prepares detailed specifications, Invitations for Bid, requests for proposals, informal bids, quotes, contracts and general correspondence for the purchase of professional and non-professional services, construction, equipment and supplies using various personal computer programs.
Solicits telephone quotes for smaller volume purchases.
Establishes and/or renew or re-bid of term contracts.
Conducts pre-bid conferences, pre-proposal conferences, bid openings.
Evaluates quote/bid/proposal responses and makes recommendations of award.
Serves as the Purchase Card (PCard) program Administrator and responsible for PCard training.
Yearly review of the Code of VA changes impacting the VA Public Procurement Act (VPPA), reviewing and drafting changes to School Board purchasing policies
Responsible for assigning and overseeing the purchasing duties performed by the Division Purchasing Assistant/Textbook Coordinator.
Review all invoices received by Accounts Payable for purchasing compliance.
Coordinates with County Government whenever possible for the procurement of goods and services.
Performs other duties as assigned by the CFO or designee.

Job Requirements

Skills & Knowledge Required: Demonstrates knowledge of laws, ordinances, department policies, other regulations governing the handling of school purchases, and common sources of supply and of market price trends to most benefit the school district; Ability to prepare specifications and to analyze and tabulate bids; Ability to establish and maintain effective working relationships with others; Possesses thorough knowledge of State and local procurement procedures and regulations; Demonstrates effective oral and written communications skills.

Education Required: Bachelor’s degree in Business Administration or a related field. Possession of a certificate as a Certified Professional Public Buyer (CPPB) desired; or a Virginia Contractor Officer (VCO); or any combination of experience and training that would provide the knowledge, abilities and skills.

Experience Candidate: Possesses at least five (5) years of procurement experience in a public sector environment; or any equivalent combination of training and experience which would provide the required knowledge, skills and abilities. Five (5) to ten (10) years of experience is preferred.
